BUGEMCO ELECTION 2024 GUIDELINES

- APRIL 6, 2024 at Central Mindanao University, Maramag, Bukidnon for Valencia City, Maramag & Kibawe Branch Office.

- APRIL 7, 2024 at San Isidro College Gymnasium, Malaybalay City, Bukidnon for Malaybalay City & Aglayan Branch Office.

- APRIL 8, 2024 at Manolo Fortich Gymnasium, Manolo Fortich, Bukidnon for Manolo Fortich & Kisolon Branch Office.

DETERMINATION OF MEMBERS ENTITLED TO VOTE

MEMBERS IN GOOD STANDING

1. A prompt payor;

2. Has at least a CAPITAL SHARE of Five Thousand (P5,000.00) pesos;

3. Has a SAVINGS DEPOSIT of at least Two Thousand (P2,000.00) pesos;

4. Has patronized/availed of any services of the cooperative; and

5. Has regularly attended and participated in Ownership Meetings and Annual Regular General Assemblies.

QUALIFICATIONS OF CANDIDATES

A member who wish to run for any position (Board of Director, Audit Committee and Election Committee) must meet the following criteria:

1. Must be at least 25 years old;

2. Must be a regular member in GOOD STANDING for atleast 3 years prior to his/her application;

2.1 No delinquent accounts with BUGEMCO as of December 31, 2023 and up to date of filing (Including those where he/she acts as a co-maker and/orguarantor of delinquent loans ofothers including spouse and children);

2.2 Attended the last three (3) consecutive Annual GeneralAssembly;

2.3 No pending administrative/civil/criminal case as of the date of filing of Candidacy

3. Must have a minimum capital share of P 20,000.00 for

Committee Members and P50,000.00 forBoard of Directors (based on approved election code 2023);

4. For Candidates of the Audit Committee (ACom), he/shemust be a graduate of BS Accountancy; For candidate of Board of Directors, he/she is preferably an Officer/Committee Member for at least one (1) year

5. Must have a minimum of P 5,000.00 savings deposit.

AUDIT COMMITTEE - Three (3)

ELECTION COMMITTEE - One (1)

FILING OF CANDIDACY

1. Filing of Certificate of Candidacy will be March 9, 2024;

2. Deadline for the filing of Certificate of Candidacy is on March 16, 2024, 12:00noon. No application will beentertained after the deadline.

EVALUATION OF CANDIDATES FOR ELECTION

1. The ELECOM shall evaluate the filed certificates of candidacy;

2. All qualified/disqualified candidates shall be informed inwriting on the status of their application;

3. The ELECOM shall post the official candidates 3-days after the deadline at designated areas and BUGEMCO Official FB Page.

CONDUCT AND PROCESS OF ELECTION

CAMPAIGN MECHANICS

1. It will be the prerogative of the candidate to prepare a video clip (1 min max time), tarpaulin and other campaign materials and visits to 7 branches at their own cost).

2. Video clip materials shall be submitted to Election Committee Chairperson FB Messenger (Mayella U. Balaba-Jumalon) prior to posting to individual FB walls, FB My Day, and sharing of friends. This is to make sure that a uniform timeduration is followed.

3. Giving of cash or in kind ARE STRICTLY PROHIBITED.

ELECTION DAY

1. The conduct of the election will be supervised by the Election Committee;

2. BUGEMCO staff shall be designated as election deputies under the direct supervision and control of the ELECOM during the period of election;

3. The voter must be present and has been registered during the General Assembly;

4. Only Members In Good Standing can cast their votes;

5. Electronic Voting will be applied. Voters will cast their votes thru electronic voting;

6. Proxy voting is NOT allowed;

7. Election protest filed before the Election Committee shall be decided by the Board of Directors pursuant with the provision of the by-laws.

CANVASS OF VOTES AND PROCLAMATION OF WINNERS

1. Winners shall be immediately proclaimed after election results will be generated from the System;

2. Candidates with the highest number of votes will be declared winners;

3. In case of a tie, a toss coin (2 OUT OF 3) procedure willbe conducted to determine the winner.

ELECTION PROTEST

1. All protests shall be in writing, addressed to the EleCom Chairperson stating the nature of the protest duly signed and accompanied by a proof of the act under complaint;

2. Written protest must be submitted 30-mins after the declaration of winners;

2. Election Committee shall immediately convene to decide on the protest. Committee decision shall be final and binding;

3. Election protests shall be disposed in accordance with BUGEMCO Election Code, Election Guidelines and By-Laws;and

4. The aggrieved party shall be informed of the decision inwriting.
