BUGEMCO ELECTION 2023 GUIDELINES
32nd General Assembly, April 15, 2023
A member is entitled to vote when he/she:
a. Has paid the required membership fee of P200.00 and the value of at least one hundred shares at ₱ 50.00 / equivalent to P5,000.00;
b. Is not delinquent in the payment of his/her share capital subscriptions and other accounts or obligations;
c. Has not violated any provision of the by-laws, terms and conditions of the subscription agreement; and the decisions, guidelines, rules and regulations promulgated by the Board of Directors and the general assembly;
d. Participated in the affairs of the Cooperative and patronized its business and credit services.
A member in GOOD STANDING (MIGS) SHALL MEAN:
a. A prompt payor;
b. Has at least a capital share of five thousand (P5,000.00) pesos;
c. Has a saving deposit of at least two thousand (P2,000.00) pesos;
d. Has patronized/availed of any services of the cooperative; and
e. Has regularly attended and participated in ownership meetings and general annual assemblies.

BUGEMCO ELECTION 2023 GUIDELINES
A.FILING OF CANDIDACY
1. Filing of Certificate of Candidacy will be March 13, 2023;
2. The ELECOM will screen the applications for candidacy;
3. Deadline for the filing of Certificate of Candidacy is on March 20, 2023, 5:00 PM. No application will be entertained after the deadline;
4. All qualified/disqualified candidates shall be informed in writing on the status of their application;
5. The ELECOM shall post the list of qualified candidates at designated areas.
B.QUALIFICATIONS OF CANDIDATES
1. A member who wish to run for any position must meet the following criteria:
1.1Must be a regular member in GOOD STANDING for at least 3 years prior to his/her application;
1.2 Must be at least 25 years old;
1.3 Has availed/patronized of any services of the cooperative in the preceding year prior to the date of election;
1.4 Must have a minimum capital share of P 15,000.00 for Committee Members and P20,000.00 for Board of Directors;
1.5 Must have a minimum of P 5,000.00 savings deposit;
1.6 No delinquent accounts with BUGEMCO as of December 31, 2022 and up to date of filing (including those where he/she acts as a co- maker and/or guarantor of delinquent loans of others including spouse and children);
1.7 Not an officer of any other cooperative;
1.8 Not related to any officer or management staff of the cooperative up to the 3rd degree of consanguinity or affinity;
1.9 Attended the last three (3) consecutive Annual General Assembly; and
1.10 No pending administrative/civil/criminal case as of the date of filing of Candidacy
2. For Candidates of the Audit Committee (ACom), he/she must be a graduate of BS Accountancy or any related course .
3. No two (2) related members up to 3rd degree of consanguinity and affinity can run to any position at the same time.
C.ELECTION DAY GUIDELINES
1. The voter must be present and has been registered during the General Assembly;
2. Only Members In Good Standing can cast their votes;
3. BUGEMCO staff shall be designated as election deputies under the direct supervision and control of the ELECOM during the period of election;
4. Proxy voting is NOT allowed;
5. Voters will cast their votes via electronic voting;
6. In case of a tie, a toss coin (2 OUT OF 3) will be conducted;
7. Election protest filed before the Election Committee shall be decided by the Board of Directors pursuant with the provision of the by-laws

E. ELECTION MECHANICS:
1. The conduct of the election will be supervised by the Election Committee;
2. Electronic Voting will be applied;
3. After registration, members should proceed to precinct station to vote and casting of votes shall be closed at 3:00 P.M.;
4. A 30-seconds video clip will be submitted to the Election Committee at mayellajumalon@gmail.com for their campaign to be posted/shown ONLY at BUGEMCO Official FB Page;
Election Results will immediately follow after voting has been declared closed.

March 10, 2023 – Posting of Calendar of Activities and Vacancies for BOD and Committees.
March 13-20, 2023 – Filing of Candidacy
March 21-25, 2023 – Evaluation & Screening
March 25, 2023 – Election Forum / Video Presentation
March 27-31, 2023 – Posting of Official Candidates
April 1-14, 2023 (excluding Holy Thursday and Friday) – Campaign Period
April 11, 2023 – Cancellation/Withdrawal
April 15, 2023 – General Assembly / Election
G. ELECTION PROTEST
1. All protests shall be in writing, addressed to the EleCom Chairman stating the nature of the protest duly signed and accompanied by a proof of the act under complaint;
2. Written protests shall be immediately entertained upon receipt;
3. Election protests shall be disposed in accordance with BUGEMCO Election Code; and
4. The aggrieved party shall be informed of the decision in writing.
H. PROCLAMATION OF WINNERS
1. Winners shall be immediately proclaimed after election results will be generated from the System;
2. Candidates with the highest number of votes will be declared winners;
